Flash Plugin enabled via GPO but still blocking and 10 sec delay before playing content

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Load Website
2. Plugin Blocked icon in Address Bar
3. Click on Video to Play
4. nothing happens at first then 10 secs later it starts

What is the expected behavior?
For Flash Content to play

What went wrong?
When I click on the required flash video to play it, it takes about 10 sec before it starts playing. It seems Chrome wants to block the video but the Policy overrides this, but its strange this 10 secondish window where nothing happens. If I force the 'Run all plugins at this time' I can start playing the video immediately there after. 

Does it occur on multiple sites: N/A

Is it a problem with a plugin? Yes Flash

Did this work before? Yes V 55 and 57 everything seemed to be ok

Does this work in other browsers? N/A

Chrome version: 59.0.3071.86  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 26.0 r0

This will help us in triaging the issue further.
Also please try upgrading chrome to latest stable #61.0.3163.79 and please let us know if the issue still persists or not.

THanks for your help.

I have installed Version 61.0.3163.79 (Official Build) (32-bit) but still have the same delay before playing the flash video.

Its an internal website so I doubt you'll reach it. Can I attach something else?

This appears to be working as intended.  Though we have controls to advertise the presence of Flash, on a per origin basis, Chrome will not allow tiny Flash content (i.e. smaller than 300x400) to run, regardless of any policy setting.  

Background: This class of content represented >90% of Flash impressions, and was used primary to give advertisers telemetry on the visibility of advertisements on screen (causing significant performance issues) and persisting advanced tracking cookies (undesirable privacy implications).

The recommendation would be to make the content > 300x400.
There are two issues here..

1. Plugin policy enabled, however we are still receive Plugin being blocked notifications. Which is confusing End-Users.

and 

2. 10 Second (timed with a stopwatch) delay before playing the content.    

Is this really working as intended?

Where exactly do you see this is Tiny Content (smaller than 300x400)? These are standard company training videos. 

You say Chrome will not allow Tiny content to be played regardless of Policy setting.. The Content plays!.. So I don't think the issue here is that it is 'Tiny Content'...
