Cannot reproduce on iOS11.

Assigning to Eugene to take a look or route it to the right owner. 
This is not happening in M60 but it seems to be happening starting M61. 

I upgraded to M61 stable and this stopped happening. 
I reloaded a few times, and at one point, the translate infobar showed up. The video became very laggy when not fullscreen.
After toggling fullscreen a few times, bug was back.

So it may have something to do with infobars.

side effect: when infobar is displayed, you cannot access controls of video.

Going to youtube, play first video
0:16: first play is correct.
0:18: refresh: note that the second play is laggy when not fullscreen (normal in fullscreen).
0:40: refresh: note that video is frozen when not fullscreen.

Other configurations checks (all on canary 63.0.3208.0, fresh install):
iPhone 7+, iOS 10.3.2: can reproduce, but had to refresh a few times more, and rotate phone.

iPhone 6, iOS 10.2: I also can reproduce. So this is not an iPhone X+ only bug.

Thanks Olivier. I am able to reproduce on one device (iPhone6+ with 10.3.3 M61 stable) using the steps from comment#7
I will check if I can bisect builds.

So far I am not able to find any steps to freeze the video that didn't involve the translate infobar. Steps from comment#7 are reproducible in M60 as well. So this may not be a recent regression.
Also this looks very similar to http://crbug/698193 (Steps in comment#21).

Does this still merit P1? It was P1 for M61, and we've shipped M61. Should it be a P2 now?

I'd put it as P1 for M62. We were not going to block M61 on it but I don't think this is a P2.

Comment#16 looks similar to https://bugs.chromium.org/p/chromium/issues/detail?id=756622#10 and also a Buganizer bug reported at b/65167859. (This bug is marked fixed)
I am able to reproduce your Issue, it looks like after Reload the big Play button is not working. If I tap few times on it, Video starts playing.

The issue in this bug comment#0 or  #7  is Video is playing if you goto fullscreen but once you exit fullscreen video is not playing. Timer continues and audio plays.

b/65167859 was marked as fixed on September 6, so it does not look like the same bug. 

Srikanth, can you reproduce the bug with Safari User Agent?

Eugene please re-assign the bug as necessary. I think the Video freezing issue is still a different issue, which needs tobe looked into.

This bug is getting sidetracked. The issue outlined by olivier in comment 7 (which has to do with when an info or translate bar pops up) still repro's and is specific to Chrome.

b/65167859 references  issue 759827 .

b/67009246 filed in comment 23 has nothing to do with translate or info bars.

This is a Chrome bug that happens when info bars are triggered, translate bar is an example.

This is unrelated to Translate scripts. Seems like infobars are causing the problem. Duplicate of crbug.com/698193
