[Play review stable] can't open websites after update

have tested this issue:

High number of Play reviews indicating users are no longer able to open any websites using Chrome after latest update. Some reviews specify seeing "Website cannot be reached" or "We encountered issues when trying to open the webpage" errors

Tested the issue using #60.0.3112.116 on Android 8.0.0 Nexus 6X, 7.1.1 Pixel XL and was unable to reproduce the issue. Able to navigate to Websites.

Unable to read the original report as doesn't have access to it.

@nataliyaf -- Could you please respond to Comment# 2 and provide an update by testing the issue o Latest Stable# 61.0.3163.98 and also a screen cast would be helpful for us to triage further.
