Regression:On-Screen keyboard doesn't get popped-up after clicking on SET UP PIN in ScreenLock section of Settings page

Chrome Version:62.0.3202.7/9901.3.0 dev channel Blaze,Parrot,gnawty

What steps will reproduce the problem?
(1)Sign into user ->Enable 'On-Screen Keyboard' from Accessibility settings->Go to chrome://settings/lockScreen   
(2)Select 'PIN or password' option ->click SET UP PIN and Observe(kindly refer video)

Actual:On-Screen keyboard doesn't get popped-up after clicking on SET UP PIN
Expected:On-Screen keyboard should get pop-up immediately after clicking on SET UP PIN

This is a Regression issue as same in working fine in 61.0.3130.0/9671.0.0 dev channel gnawty

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue  is also seen in ADD Printer overlay page of Printers section

Yes, this is intentional, the VK is not helpful here. It was hard to remove before :-).
