Regression: White space is seen on scrolling the page upwards.

Issue description

Chrome version: 63.0.3204.0 (Official Build)a3c5c018fa27742e47fdf12d1a20ff92962e832d-refs/heads/master@{#499404}(64 Bit).

OS: Mac(10.12.3, 10.12.5).

Test URL: https://www.google.co.in/search?q=pdf+test&oq=pdf+test&aqs=chrome..69i57j0l5.2190j0j8&sourceid=chrome&ie=UTF-8

Steps to reproduce:
1.Launch chrome, open NTP and go to the above URL
2.Scroll down, open a PDF file and let it load completely.
3.Click on Back navigation button and scroll the page upwards quickly.
4.Observe.

Actual Result: White space is seen.
Expected Result: White space should note be seen.

This is Regression Issue broken in M-62 and will soon provide other bisect info.

Note: Will soon update Bisect info.

This could definitely be https://chromium.googlesource.com/chromium/src/+/92cceac320fd87028693dfaf7c19abd3c6bc4dc1. Or Tien-Ren's change.

Can we get a more narrow bisect?
Comment #2 indicated that it did not reproduce in Chromium, so our narrow bisect tool doesn't work. You could possibly try building an official build and reverting the suspect patches to see what happens. Lots of work, compounded by the fact it's Mac only.

Another possibility is to revert one of them and wait for Canary.
