Video-related pixel tests failing on Windows 10 GPU FYI bots

First failing:

Also a couple other Windows 10 configs.

Unexpected Failures:
* gpu_tests.pixel_integration_test.PixelIntegrationTest.Pixel_DirectComposition_Video_MP4
* gpu_tests.pixel_integration_test.PixelIntegrationTest.Pixel_Video_MP4

Don't see anything relevant in the logs, at first glance.

Suspecting 
Introduce VideoDecodeStatsReporter for Media Capabilities by chcunningham

Maybe these just need a rebaseline, but not sure how to tell if there's a more serious error.

The VideoDecodeStatsReporter CL isn't expected to have any user visible impact. Is it possible to get the pixels diffs from these runs?
