problem with scrolling and latest canary 63 (63.0.3203.0)

latest canary build 63.0.3203.0 on osx has weird problem with scrooling i mean its buttery smooth but sometimes text and images appears with delay(all i get is a big white area) i ve never experinced such a problem with chrome in years see screenshot

Not able to reproduce this issue on Mac 10.12.6 with chrome #63.0.3204.0
Attaching the screen-cast for reference.

ale160382@ Could you please re-try the same scenario on clean profile with no apps/extensions and let us know your observations.

Able to reproduce this issue on Mac 10.12.6 on chrome version #63.0.3204.0(signed build)
Issue is broken in M62.

Bisect Info:
===========
Good build : 62.0.3200.0,  Revision Range -498321
Bad build  : 62.0.3201.0,  Revision Range -498715

After executing the per-revision bisect script , i got the following CL's between good and bad build versions
