Copy is greyed out on text/xml content

Steps to reproduce the problem:

Select text and right-click

What is the expected behavior?
Able to Copy from the context menu.

What went wrong?
Copy option is greyed out. Ctrl+C works

Did this work before? N/A

Able to reproduce on 60.0.3112.113 with the mentioned steps on Ubuntu 14.04, windows 7 and Mac 10.12.6

You are probably looking for a change made after 457616 (known good), but no later than 457617 (first known bad).
