Scroll bar works when it feels like it. annoying

Issue description

Chrome Version       : 60.0.3112.112
OS Version: 9592.85.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:

What steps will reproduce the problem?
1. trying to scroll a web page
2. placed cursor along the side and the bar displays for a fraction of a second and then disappears
3. cannot get the scroll bar back. I have to use the arrow buttons to go down the page which takes forever

What is the expected result?
the scroll bar should appear when i place the cursor over the area. as already mentioned it does it for a split second and then it just disappears. I move my finger on touch pad to where it was before and around the area and i cannot get the scroller back on the right. This is really really annoying and a waste of time. Can we have the old scroller back please or make the scroller work when you put the cursor to the right and not only work when it feels like it.

Also when it does work you have to guess where to place your cursor which makes no sense. If the cursor is place to the right where the scroll bar should be then the bar should appear and show the position so you can point to it. Right now when it works you have to move your cursor all up the right side for the scroll block to appear. This is crazy and a complete waste of time.

What happens instead of that?
It works when it feels like it. Most of the time I have to use the arrows.  when you want to scroll you have to guess where to place the mouse for the scroll bar to appear. 

Please provide any additional information below. Attach a screenshot if
possible.

Hi there, thanks for the feedback.

In general, the new "appearing/disappearing" scrollbars should appear when the cursor is near the window edge (regardless of where the scrollbar is) and should stay visible while the mouse is near or moving. That said, it will be quite thin while the cursor is far away from the scrollbar thumb and only expands when the mouse moves near. Are you saying that the scrollbar doesn't appear at all (even  in the "thin" state, it can be hard to see on some pages - perhaps take a screenshot and attach it here [https://support.google.com/adsense/answer/38066?hl=en])? If that's the case then you're encountering a bug and I'll need some more information.

Does this happen on all pages or just some? How often does this happen?

When you scroll with keyboard/mouse wheel, does the scrollbar appear?

When using DocHub. After editing and saving the doc, closing and then
reopening you cannot scroll down the page. I see the scroll bar but when I
click on it to scroll down the page nothing happens. The only way to go
down the page is by using the down arrows

Thanks for the feedback. I'm unable to reproduce the issue. Steps taken:

1) went to http://dochub.com, signed in
2) opened a Google Doc
3) scrolled down by dragging the scrollbar
4) added a highlight
5) clicked on the logo in the top left (it seems to autosave) to exit the document
6) Reopened the same document
7) Scroll around with scrollbar dragging works

horace0207@, am I following the steps correctly? Also, are you visiting dochub from the browser or did you install it as an app/extension?
Doc hub was added as an extension. Edit and save doc in doc hub. Reopen and
try to scroll down page. The scroll bar does not appear. Have to scroll
down page with down arrows.annoying
horace0207@, one more question, what Chromebook are you seeing this on?
