Disable warmup renderer on 512 Android Go devices |

Issue descriptionAs per crbug.com/735799#c16 disabling warmup renderer seems to improve startup time on 512 Go devices. This causes loading time to increase, however. Still, this is a win, because Chrome UI loads faster, so user sees less of a white loading screen. Do more measurements, and disable on 512 Go devices.

Merging into 761604 (disable prefetching), as the change will include disable both warmup renderer and prefetching.
