DevTools: console scrolling performance regression; scrolling is choppy, slow, laggy

Issue description

OS: Mac

What steps will reproduce the problem?
(1) Open DevTools Console
(2) Produce a ton of logs to give a lot of scroll height, e.g.
for (var i=0; i < 10000; i++) console.log(Math.random())
(3) Scroll around, do some flinging

What is the expected result?
Frame rate and scrolling should appear smooth (stay around 30 - 60fps)

What happens instead?
Frame rate drops considerally after a fling (~10fps)

cc'd sunnyps@ since the bisect suspects your commit.  Would you happen to know why this might be occurring, and whether your change is the root cause?

A friend an I can repro this on our Macbooks.  If a better repro would be helpful, let me know and I can try to reduce the console example into a smaller working case.

This is pretty bad for me e.g. in Gmail.
I'm working on a fix for this. The next dev release is tomorrow so we'll have to merge to 61 too, or merge the fix.
