Weird launcher state

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1)Swiping up on status area to open the launcher in laptop mode.
(2)Swiping up again on status area.

What is the expected result?
Not quite sure. Should nothing happen? Just keep the launcher opened.

What happens instead?
Open launcher in a wired state. Only searchbox without contents.

Do you think the fix for this will be easy? If not we should consider rolling back the "Swipe up from laptop mode/" in M62. (I don't think it got into M61, right?)

Not quite sure currently. But the intended behavior here should be as following?
When app list is opened, swipe up on the status area should close the app list and then open the corresponding tray bubble?

Sorry for the confusing, I think when app list is opened, if swiping up on the status area in laptop mode should has no effect. Just keep the app list opened. 
I believe Omrilio@ brought this bug to our attention in August.

The previous behavior in tablet mode:
Swipe up on status area: status area tray shows.
Swipe up on status area: Status area tray hides, launcher shows.

The desired behavior:
Swipe up on status area: Status area tray shows.
Swipe up on status area: Nothing happens.

Oh, yes, that is another bug. I think that is only happened in tablet mode, which is different with this issue. Will create a ticket to track that issue.
