Chromebook will connect to underlying Tether Wi-Fi hotspot if Mobile Data is disabled during connection

Issue description

OS: CrOS

What steps will reproduce the problem?
(1) Start a connection to an available Tether network.
(2) Wait until the Wi-Fi hotspot has been activated on the phone ('Sharing data connection' notification), but the network is still listed as 'Connecting' on the Chromebook.
(3) Switch off Mobile Data in settings.

What is the expected result?
The hotspot is disabled and the Chromebook automatically connects to another Wi-Fi network or Ethernet network.

What happens instead?
The hotspot remains active and the Chromebook automatically connects to the Wi-Fi network it creates.
