[root layer scrolling] add a test for compositor-thread scrolls

RLS compositor-thread scrolls have regressed at least twice ( issue 673963 ,  issue 761515 ).

We should have a test that verifies that the document can be scrolled by compositor-thread input handling with RLS.

Status: Fixed (was: Assigned)
SlimmingPaintWebFrameTest.FrameViewScroll, added in r499351, satisfies this bug.
