Unable to add printer manually after inputting required fields

Possible repro steps:

0. Connect to ICanHazPrintz
1. Add a zeroconf printer
2. Close settings
3. Open settings to add printer
4. When clicking ADD PRINTER, dialog goes to Manual immediately even though there are nearby printers.

However, this is currently an inconsistent behavior.

Status: WontFix (was: Assigned)
Have not been able to reproduce - We can reopen if we see this behavior again.
