Pressing up down on autocomplete reads parts of suggestions in VoiceOver

Steps:
1. Turn on VoiceOver (Cmd+F5)
2. Go to google.com search box or URL bar
3. Type "cats are"
4. Start pressing down/up to navigation suggestions

VoiceOver seems to read parts of suggestions, sometimes from the suggestion previously focused. It's clearly not reading an entire suggestion or the one being navigated to.

We need to plumb through from Blink the source of all editing operations. Currently we only have the previous and current combo box value. We can't tell if the value was edited in part or completely replaced. That's why the verbalizations are wrong.
