Cannot move browser window dragging white space on the tab bar

Chrome Version       : 61.0.3193.71
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
    Firefox: PASS
         IE: PASS

What steps will reproduce the problem?
(1) Try use touch to drag the tab strip white space to move browser window.
(2) Or touch the minimize / close windows button

What is the expected result?
browser window should move by touch dragging.
minimize/close window button should work

What happens instead?
Cannot move browser window by touch dragging.
minimize/close window button doesn't work


Please provide any additional information below. Attach a screenshot if
possible.
It's work on 60.0.3112.113

Tested the issue on windows 10 toucb laptop using chrome M60 #60.0.3112.113 and M61 #61.0.3193.71 and M63 #63.0.3204.0 and observed :

1. In M60 , on touching the white space in tab strip area , the browser tab is moved and can be resized or dragged out for a new window.
2. In M61 & M63 , on touching the white space in tab strip area , the tab is not moved or dragged out to a new window.

@eirage-- Could you please check attached screencast and confirm us if this exact issue or if we have missed any steps in reproducing the issue.

Thank you for testing it.
Sorry that I might use incorrect description. The issue I found is you can't move the browser window around by touch, instead of drag out the tab. 
Can't drag out the tap might be another behavior of the same issue.

Also, the minimize&close window button on the top-right corner is not working by touch, could you also confirm that?
