[Findit] Flake Analyzer - Notifying culprits for flake analyses should be configurable on/off

Flake analyzer's notify code reviews feature should be made configurable to turn it on or off

I think the confidence level serves this purpose for now. So fine as is.

Status: WontFix (was: Assigned)

Turns out this feature is indeed in place, sorry for the false alarm
