arc: ChromeVox should use CollectionItemInfo to more precisely set focus when scrolling |

Issue description- if ChromeVox is within a list at item 4/20 and scrolls forward, - we should placeChromeVox focus at item 5 (by using collection item info data which gets mapped to pos in set/set size). |
