Issue description

Chrome Version: 60.0.3112.107, 60.0.3112.116, 59.0.3071.125
OS: Android 8

What steps will reproduce the problem?
User can not user "add to home screen" in Chrome after updating to Android 8

This is expected for M59 and M60 Chrome builds from Play store. These builds did not ship with Chrome builds compiled against the O SDK. Starting O, Chrome depends O's 'Add to homescreen API' for this feature to work.
I have verified that the feature works fine with M61 installed from Play Store on a O device.
