This is expected for M59 and M60 Chrome builds from Play store. These builds did not ship with Chrome builds compiled against the O SDK. Starting O, Chrome depends O's 'Add to homescreen API' for this feature to work. I have verified that the feature works fine with M61 installed from Play Store on a O device.
