WindowPortLocal doesn't always need LocalSurfaceId |

Issue descriptionMost aura::Windows don't submit CompositorFrames and don't need a LocalSurfaceId. We are storing LocalSurfaceId + LocalSurfaceIdAllocator in WindowPortLocal for all aura::Windows. We are also potential generating new LocalSurfaceIds, which involves getting random numbers, that will never be used. Does it make sense to store that stuff in the LayerTreeFrameSinkLocal instead?
