Remove special M->N EDU migration case

In M-61, we added a special case for ARC M -> ARC N migration for managed accounts in EDU:

We should remove this when it's not necessary anymore (TODO: discuss with PM when that is).

Removal e.g. when:
- >90% of admins have chosen migration policy
- a few versions after M-61.
