Regression: This site can't be reached error is seen when clicked on http://google/

Issue description

Chrome Version:62.0.3202.0
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and open NTP
(2)Select the google image and drag n drop in the omnibox[Refer video]


Actual:Unwanted permission bar is seen. 
Expected:It should not be seen. If it is intended, the site should be reached and error should not appear

This is a Regression issue seen from M-62

Not seeing any such permission bar on the latest canary(62.0.3202.0) of Mac and getting Privacy error on Windows-10 and Linux Ubuntu 14.04 in the corp n/w.
