Regression: Incorrect URL is seen on navigating to the added site on chrome://settings/content/cookies.

Issue descriptionChrome Version: 62.0.3202.0 (Official Build) fa6a5d87adff761bc16afc5498c3f5944c1daa68-refs/heads/master@{#499098} (32/64 bit) OS: Windows(7,8,10),Linux(14.04 LTS),Mac(10.11.6, 10.12.3, 10.12.5). Precondition :Enable 'Site settings with All sites and Site details' flag from chrome://flags. Steps to reproduce: 1.Launch chrome, go to chrome://settings/content/all and click on any default site. 2.Now go to chrome://settings/content/cookies and add any site for Block Cookies. 3.Click on the sub-page arrow button for the site added and observe. Actual Result: Incorrect URL is seen on navigating to the added site in Cookies section. Expected Result: Correct URL should be seen on navigating to the added site in cookies section. This is regression issue broken in 'M-62' and will soon update the bisect info: Manual Bisect Info: Good Build:62.0.3172.0 Bad Build: 62.0.3173.0

Ah, I think there was always issues with this - the display name changes I made probably should have shown a blank URL, I think. I can fix this though. Downgrading Pri because this only happens behind a default-off #enable-site-settings flag.
