Non-Regression : Network window is still seen with 'Proxy connection type' information enabled even after Disabling Wi-Fi in sign-out screen

Issue description

Chrome Version: 62.0.3201.0/9900.0.0 dev-channel Peppy,Reks & Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Sign out -> Now click on Uber Tray and Select 'Network' option 
(2)Click on 'Proxy settings' -> Network page is seen with Proxy information -> Now disable Wi-Fi from Uber Tray and observe 
Network window is still seen with Proxy information 

Expected: After Disabling Wi-Fi Network window should be automatically closed or 'Proxy connection type' should be disabled
Actual: Instead Network window is still seen and 'Proxy connection type' is seen enabled  

This is Non-Regression issue seen from M-55

I'm not sure how expected this is, but we can do it with the new UI (which shows a details dialog instead of just the proxy settings). Lowering to P3, assuming we even want to do this.
