bookmark item not copyed with ctrl+drag on windows

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. drag a bookmark item from bookmark bar
2. press ctrl key and drag the item to other location of the bookmark bar
3. drop the item

What is the expected behavior?
The dragged item should be copyed to the dropped location.

What went wrong?
The dragged item is moved to the dropped location.

Did this work before? N/A 

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 10.0
Flash Version: 

Mac OS version of chrome copys the item when alt key is pressed.

Able to reproduce the issue on windows 10 &7 , ubuntu 14.04 using chrome M60 #60.0.3112.113 and M63 #63.0.3205.0.

This issue is seen from M50 and is a non-regression issue. This issue is not seen on Mac os.

Marking it as untraiged for further inputs on this.
