What steps will reproduce the problem?
(1) Launch chrome with existing supervised users.
(2) Started playing one long video in the supervised user.
(3) This video URL shows up in the dashboard under Activities and Parent blocks the URL while the video is playing in the supervised user.
(4) Observe the video in the supervised user.

What is the expected result?
> Audio/Video should be blocked for supervised user.

What happens instead?
> Once the site is blocked, 'You need permission...' interstitial page is seen but audio continues to play. Even on page refresh this persists.
