Regression: Unwanted space is seen in chrome://settings/resetProfileSettings?origin=userclick when zoomed to 25%

Chrome Version: 62.0.3202.0
OS:Ubuntu 14.04, Windows
What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/resetProfileSettings?origin=userclick
(2)Zoom to 25% and observe

Actual:Unwanted spacing is seen
Expected:No such space should be seen

This is a Regression issue broken in M-62
Will update other info soon

No such behavior is seen in Mac 10.12.6 using #62.0.3202.0.

I think both screenshots look fine (different, but both are fine IMHO), and I see no point in fixing it, unless a proper and minimal test case that proves that it's an actual bug is provided.
