Regression : Arrow icon of scroll bar appear smaller than expected size in chrome://settings/autofill.

Issue description

Version: 62.0.3202.0 fa6a5d87adff761bc16afc5498c3f5944c1daa68-refs/heads/master@{#499098}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/autofill and click on 'Add' button to open overlay.
2. Now observe arrow icon on scroll bar of Add address overlay
 
Actual: Arrow icon of scroll bar appear smaller than expected size
Expected: Arrow icon of scroll bar should be properly seen

This is regression issue, broken in ‘M 62’ and will soon update other info :
Good build:62.0.3201.0
Bad build: 62.0.3202.0

Note : Issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build: 62.0.3201.0 (Revision: 498715).
Bad build: 62.0.3202.0 (Revision: 499098).

You are probably looking for a change made after 499065 (known good), but no later than 499066 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

WebUI: fix cr-dialog bugs related to positioning/pulsing

A previous attempt to fix dialog pulsing bug introduced other unexpected
issues, so this CL reverts it and approaches the bug in a different way
(without using css-transform).

Rechecked the above issue on Windows 8 OS with latest canary chrome version :63.0.3208.0 and the issue is not reproducible.Kindly refer the attached screen cast for reference.
