Steps to reproduce the problem:
1. Go to a page in another language
2. Chrome will offer to translate. Click "Translate"
3. Chrome will translate only text on the page
What is the expected behavior?
All text not in the user's language should be translated including text in images.
What went wrong?
The translate feature simply does not attempt to use images since OCR is far more intensive than scraping text.

From the early days of the Web text has been displayed in image files for effect and this will likely continue since it's easier to do in raster tools than CSS. Google Translate on mobile is now powerful enough to translate images through the camera in real-time for many languages. Chrome should be able to do that too.
