This issue sometimes seen in M-61 (Chrome OS 9765.50.0, 61.0.3163.72) beta build as well.

Steps To Reproduce:
(1) Sign in and open Playstore.
(2) Playstore stays in TOS page forever. It remained in this state for more than 15 min and later had to close this page manually.

Expected Result:
Playstore TOS and user agreement page should get loaded.
