Issue 761136: "Capture Full-size Screenshot" does not appear to account for units of VH

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Open a website that prominently scales elements with units of VH (viewport height)
2. Open DevTools
3. Enable the device toolbar (Ctrl+Shift+M)
4. Set the device to 'Responsive' with a typical height and width for a standard screen (eg. 1920 x 1080)
5. In the vertical elipses menu to the right, select "Capture Full-size Screenshot"

What is the expected behavior?
The website capture will display elements calculated as if the viewport's height was the one set in the device toolbar

What went wrong?
The website capture displays elements seemingly calculated as if the viewport's height was the height of the image capture itself. Additionally it will often not capture the entire page, presumably because elements calculated with VH are becoming taller than the capture process had anticipated. 

Did this work before? No 

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 26.0 r0

This is specifically pertaining to the full-size feature added in Chrome 59. Screenshots captured otherwise seem to work fine.

Happens on Ubuntu too - fairly sure.

I don't think we'll be able to fix this. To capture full-size screenshot, we have to internally resize the page to the large height, which affects the height of vh-based elements.

Maybe you can freeze vw/vh values before taking screenshot?
