Steps to reproduce the problem:
1. Open Settings --> Screen lock --> Set Up Smart Lock
2. Click "Find Your Phone"

What is the expected behavior?
Chromebook should find my phone and establish a Smart Lock pairing.

What went wrong?
Setup fails after timeout. I have rebooted both devices and turned Bluetooth off and on on both devices.

This has been occurring in both betas of 61 I have used.
