1) Enable ChromeVox - Ctrl Alt Z
2) Press Alt Shift T to place focus on toolbar
3) Press Search + Right to get to the star icon to bookmark a page and press Search + Space to open it 

When you press Search + Space to select the star in the omnibox to bookmark this page, you then reach the bookmarks popup. "Settings, selected" is spoken aloud, since that is where the focus is -- on the name text edit field which defaulted to "settings" since I'm currently on the Chrome settings page. This is really not intuitive though. Instead, "Bookmark added" should be spoken as an alert when that popup opens, as that is what the window title is, and it gives much clearer info about where the user is.
