[Stable Forum] Chrome load pages in unreadable text & symbols.

Issue description

Chrome Version: 60.0.3112.90
OS: Win10, Win7

What steps will reproduce the problem?
Chrome load pages in unreadable text & symbols. User has tried uninstall/reinstall and restart computer but none of them works

I have removed the internal links. Most of the users don't have access to them anyways.

The user has reported that she is using Kaspersky Antivirus. We should try to disable it and see if it solves the issue.
Tracey, please try to disable Kaspersky Antivirus on your machine. If it doesn't help, please go to in the incognito mode and collect the net-internals log while connecting to the URL that causes the issue. Attach the log to the bug. The instructions how to do that can be found here: https://sites.google.com/a/chromium.org/dev/for-testers/providing-network-details.

#6 thanks for the instruction. We're reaching out to those users and will update the bug once we hear back from them.

Status: WontFix (was: Untriaged)
It's been almost a month without hearing anything back so I'm going to close this bug. Please reopen if you get a net-internals trace.
I checked my pc and I do not have Kaspersky Antivirus on my pc.  Attached is the netlog dump requested.
