VR: Web content doesn't fling after a scroll |

Issue descriptionWhat steps will reproduce the problem? (1) go to a long page (2) scroll What is the expected result? we should see fling after the scroll What happens instead? no fling

Before this patch vr_controller used to send a scrollEnd followed by a flingStart. This patch makes sure that when there is a fling, scrollEnd is removed.
