Add elementtiming Web Perf API prototype for text elements with elementtiming attribute

Issue description

For elements that have the elementtiming="foo" attribute, create an "elementtiming" PerformanceEntry for the element when any text descendant is displayed. Use commit time of the subsequent frame as the timestamp.

This should be behind a feature flag and disabled by default.
