Issue descriptionPlease add Internals>Plugins>PDF component in https://cs.chromium.org/chromium/src/third_party/pdfium/OWNERS so that it can be used by ClusterFuzz. we use mappings that get updated here https://storage.googleapis.com/chromium-owners/component_map.json
