On Retina displays RTL direction nested oveflow-y elements create extra offset

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Open attached html page on retina display
2. Resize page so that two scrollbars are visible (as in the attached images).

What is the expected behavior?
.content element should be in the middle as before resizing (as seen in non-retina.png)

What went wrong?
.content element is moved to right (I suppose offset is equal to scrollbar width from .lightbox_overlay

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 60.0.3112.113  Channel: stable
OS Version: OS X 10.11.6
Flash Version: 

There are other similar cases which manifest themselves when there are those 3 elements involved:

1) Retina screen
2) RTL direction
3) fixed full-size overlay with overflowing content (popups which are higher than screen height)

I believe this bug could fix them too, if not, will submit other bugs separately.

Tested the issue on Mac OS 10.12.6 Retina using chrome M60 #60.0.3112.113 and M62 #62.0.3202.0 and oberved as attached in screencast .

Attached screencast for reference.

@ernests.kecko-- Could you please check attached screencast and confirm us if this is the issue , bcoz we are not observing as attached in screeshots in comment #0. We are unable to see the two scrollbars even after resizing the page in Retina machine and the same works in Non-retina.

We are still unable to reproduce the issue in latest stable M61 #61.0.3163.79 as in screencast in comment #4 & 5 and our display scaling is set to default.

@ernests.kecko-- Could you please let us if you have changed any scaling settings or connected to a monitor , or any other display settings and also please try in latest stable M61 #61.0.3163.79 and update us with your observations.
