Entire URL is struck thru for invalid HTTPS on iOS 11

Issue description

This bug is to track the "entire URL is struck through on iOS 11" that is currently worked around by not striking through the "h" in "https". The workaround is not a great long-term solution.

0) Disable the workaround from https://chromium-review.googlesource.com/618870
1) Visit https://ssl-cert.org
2) Tap advanced and proceed (you should see 'Waa?')
3) Open a new tab and visit https://ssl-cert.org again.
4) url is struck thru.

This looks like fixed in iOS11.2 beta.
I have no way follow the step#0 from comment#0, so I installed Chrome 59.0.3071.102 version and followed the rest of the steps and not able to reproduce this issue.

Since there are many other changes on omnibox since then, please give it a try with step#0 (ie, disable work around) and repro with M64 Chrome.

Removes strikethrough workarounds on iOS 11.2 and up.

The two workarounds that were fixing strikethrough issues introduced in
iOS 10.3 and iOS 11 seem to no longer be necessary with iOS 11.2.

correctly struck through. Try typing in the omnibox and navigating
to and from such a website; only "https" should be struck through.
