Add To Desktop Shortcut not working for Gmail or Google Calendar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Navigate to GMail https://mail.google.com/mail/u/1/#inbox or Google Calendar https://calendar.google.com/calendar/b/1/render?pli=1#main_7
2. Click on More Tools -> Add To Desktop.  Check "Open as Window"
3. Open the Desktop shortcut that was just created 

What is the expected behavior?
Opens GMail or Google Calendar in a window by itself without tabs across the top.

What went wrong?
Opens a new browser window to start page with tabs across the top, doesn't load GMail or Google Calendar.

Did this work before? Yes Chrome 58

Chrome version: 60.0.3112.113  Channel: stable
OS Version: 10.0
Flash Version: 

Also broken on Chrome 60 for Linux.
 
Note that I have 2 Google Accounts logged in and I am trying to create an App Shortcut for the 2nd Google Account.

The first Google Account app shortcut works fine:
https://calendar.google.com/calendar/b/0/render?pli=1#main_7

The second Google Account app shortcut (this is my Google Apps for Work account) does not work and is the source of this bug:
https://calendar.google.com/calendar/b/1/render?pli=1#main_7

You will need to login a 2nd Google account to recreate this.
Google Play Music is also affected when 2 accounts are logged in.  This time it is when accessing my 1st (personal) Google Account:

https://play.google.com/music/listen?u=0#/home

Again, you will need to login to a 2nd Google account to recreate this.

Unable to reproduce this issue on Ubuntu 14.04 using chrome latest stable #60.0.3112.113 by following steps mentioned in the original comment. Observed able to open the shortcut items in a new window on the both the accounts as expected.

Reporter@ Are you seeing this issue only for google product webpages or all webpages?  Could you please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser.
