Transition of arrow is not smooth on Devtools

Chrome version: 62.0.3201.0 5d0afdac43361da3ee5cb6f11f756c07423756ba-refs/heads/master@{#498715}
OS : Mac(10.12.3, 10.12.5)

Steps to reproduce:
1. Launch chrome, open Devtools on NTP and go to 'Security' section.
2. Click on 'View Certificate' button (certificate window appears)
3. Click on arrow of 'Details' and observe

Actual - Transition of arrow is not smooth 
Expected -  Transition of arrow should be smooth

This is an non-regression issue seen from M-48

Kindly review the attached video and screenshot for reference.

Note: Issue is not reproduce on Windows, Linux OS and Mac(10.11.6) version

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
