Regression: Delay is seen while loading the data on Devtools.

Issue descriptionChrome version: 62.0.3201.0 (Official Build)5d0afdac43361da3ee5cb6f11f756c07423756ba-refs/heads/master@{#498715} (64 Bit). OS: Mac(10.12.3, 10.12.5). Steps to reproduce: 1.Launch chrome, open devtools on NTP, go to Memory section. 2.Click on Take snapshot for “Take heap snapshot” and wait until reading gets loaded. 3.Scroll up/down the readings and observe. Actual Result: Delay is seen while loading the data. Expected Result: Delay should not be seen. This is Regression Issue broken in M-62 and will soon provide other bisect info. Manual Bisect Info: Good Build: 62.0.3197.0 Bad Build: 62.0.3198.0
