Native media controls should show a loading UI when there is not enough data for playback

Issue description

Chrome Version       : 62.0.3199.0
OS Version: 9889.0.0

What steps will reproduce the problem?
1. Go to https://googlechrome.github.io/samples/media/live-seekable-range.html
2. Click "fetch & append 3 to 6 seconds media segment" button
3. Click "mediaSource.duration = 6" button
4. Move cursor to the middle of the video timeline and play video until the end

What is the expected result?
As I didn't call "mediaSource.endOfStream()", there should be an indication that video is still waiting for more data.

What happens instead of that?
Last video frame is shown and that's all. It looks like it is stuck.

Note that it makes even more sense when mediaSource.duration is bigger than 6.

As you can see, Firefox for instance shows a spinner.
