[iOS Clean] Use BlockedPopupTabHelper in WebStateDelegateImpl to block spammy window.open calls.

The old WebStateDelegate implementation in BrowserViewController uses BlockedPopupTabHelper to optionally block popups.  This UI uses infobars, however, so cannot be migrated to the new architecture until infobars are handled properly.
