Overlapping of section tab is seen after dragging it outwards in devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, go to NTP and open devtools.
2. Now drag the section tab (Ex. Performance,Network)outwards immediately after opening devtools,observe 
 
Actual: Overlapping of section tab is seen after dragging it outwards
Expected: Overlapping of section tab should not be seen after dragging it outwards

This is a non-regression issue, seen from M-47 series as section tab dragging is enabled from build # 47.0.2512.0
