[iOS Clean] Implement WebStateDelegate in new architecture.

Issue description

Currently, WebCoordinator is the visible WebState's delegate.  However, this means that background tabs will not be able to present JavaScript dialogs.  We need a solution at the Browser level that intercepts messages from the WebStates in the WebStateList and interacts with OverlayService to show UI.
