Stackdriver Monitoring API v2beta turned down for Google cloud project 'touch-swarming'

Stackdriver Monitoring API v2beta is turned off this week, which affects touch-swarming project.
Need to remove integration with Stackdriver monitoring from bot_config.py(https://chrome-internal.googlesource.com/infradata/config/+/master/configs/touch-swarming/scripts/bot_config.py). And instead change the on-boot logic to set the device to 'unavailable', and wait for swarming-cron to probe the device.
