[MD Settings] Use unitless line heights for better inheritance behavior

Settings uses a lot of percentage line heights which don't inherit nicely  (https://developer.mozilla.org/en-US/docs/Web/CSS/line-height).

These should be examined and changed to unitless line heights if appropriate. (154% => 1.54)

Some has been done in https://chromium-review.googlesource.com/c/chromium/src/+/634088 already.
