OS level keyboard shortcuts (switch user) do not work unless a Chrome tab is open.
Steps:
- Log in with two users
- With Chrome open, use KB shortcut to move from user to user
- Close Chrome completely under one user
- Try to use KB shortcut from that user to the other (it fails)

Retested after reboot and the shortcut is restored.

I was -- I test many Android apps, but I'm not sure which specific apps I ran before I got the error.

Someone on the team here had this happen on cave: https://listnr.corp.google.com/product/208/report/71845340108 Not sure if the logs will help.
